GOOD SHEPHERD LUTHERAN CHURCH CONGREGATION COUNCIL MINUTES – DATE:  APRIL 12, 2010

CALL TO ORDER
Meeting called to order by Vice President Steve Bartsch at 6:36 p.m.  

OPENING PRAYER By Pastor Peter, taken from “Blueprints for Change – A Manual for Change in the 21st Century Congregation” Chapter 10 – I don’t have any gifts.

MINUTES – March 8, 2010 The minutes were approved as distributed via email.  

TREASURERS REPORT
for the month ending March 31, 2010 General Fund Expenses exceeded receipts by $1,787.51.  Contributions were $80 higher and expenses $1,957 higher compared to average.  Compared to last year, contributions were $4,412 lower and expenses were $1,200 lower.  Easter was in March last year which may have increased contributions somewhat.  Ending balance is $2,735.  Federal and State Withholdings were $1,375 which are expensed but will not be paid until April.

Building Fund Contributions exceeded expenses by $1,405 resulting in an ending balance of $9,330.  Contributions were $3,276 compared to $3,991 last March. Short Term Designated Receipts and disbursements for Word Hunger were $39.30 Receipts to the Flower Fund were $370.  Youth had receipts of $35 and disbursements of $984.36.  The end balance for STD is $16,782. Sunday School had receipts of $82.06 Building Contingency and Equipment/Replacement Fund had no activity.     MSC to accept the Treasurer’s Report for the month ending March 31, 2010 and place on file.  (Shelly Schneider, Matt Berrier, all ayes)

President’s Report – Ione Miedema Welcome Cathy Lau and Matt Berrier to their new positions. 

 
MINISTRY REPORTS
FELLOWSHIP-Freddie Scott No Report.

LEARNING-Cathy Lau Looking for a Vacation Bible School Coordinator and looking at dates to hold VBS.  Looking at having a get-together for the men of the congregation. 

OUTREACH
-Tammy Neumann 1.      Attended Nominating Committee meeting on 3/15 2.      Attended Congregational meeting on 3/28 3.      Attended Community Gardens meeting on 4/5 4.      Coordinating workers for Community Gardens work days at Good Shepherd on 4/24, 5/1, 5/8 @ 9:00 a.m. – 12:00 p.m. 5.      Next Community Gardens meeting is 5/3 – 9:00-10:30 a.m. at Center for Community Outreach Conference Room

PROPERTY
-Matt Berrier Matt is prioritizing the landscaping needs for the church property.  Lawn needs to be finished around the building, replace the edging, patios and gardens.  The bare minimums are the brick edging, the patio, and to repair the lawn.  Work nights will begin in a couple of weeks.  Pastor reminded that there are funds from the building funds for the repair of the grass, and edging as those items were destroyed because of the building project.  Pastor would like to start a short-term designated fund for people who would like to donate toward the landscaping, both specifically for bushes and general donations to the project.  Motion to create a short-term designated fund-Landscaping (Shelly Schneider, Patrick Zdun, all ayes).

STEWARDSHIP
-Debbie Appleyard No Report.

YOUTH
-Shelly Schneider April 17th is National Youth Service Day, April 24th is the Soup and Socks Boy Scout Food Drive and they need help again this year.  Items on the list of how to spend the $3,000: projector, furniture for confirmation room, laptop, carpet for sanctuary, meditation garden, tv, donation to Marshfield Area Coalition for Youth, band and lock in, giving it to a nursing home, keep in the budget for confirmation spending-flowers and meal for confirmation, furniture for fellowship hall, peanut grinder for Malawi.  Shelly and Steve will discuss how and when it will be presented to the youth and the youth will vote on the options. 

WORSHIP
-Patrick Zdun Good comments about Holy Week and Easter with decorations and worship services.  

UNFINISHED BUSINESS
1.      Feedback from the special meeting - Ione sent copies of by-laws and constitution to the office to put on the website.  2.      Nominating committee update – The group has met a couple of times and have nominations for the positions coming open.  3.      Picture directory – There are two volunteers who will work on it but neither will volunteer to lead it.  The plan is to have pictures taken in September.  4.      Audit Committee – Members have been selected but they have not met yet.  Lee Babcock will coordinate a date for the audit.  

NEW BUSINESS 1.      Vote for council members on May 16, pastor would like to have a new member welcome on that day.  There are about 15 new members in the past year.  Pot Luck after the second service.

Job Title

Fellowship Ministry Director  

RESPONSIBLE TO:  Congregation Council  
DESCRIPTION OF RESPONSIBILITIES:   The Fellowship Ministry shall initiate activities and programs to strengthen the fellowship between congregation members, including youth, spiritually and socially.

The Fellowship Ministry Director shall have authority over and supervision of the ministry.  The Director shall appoint one ministry member to be the secretary, whose duty it shall be to keep minutes of all ministry meetings.  The Director shall chair ministry meetings, prepare the meeting agenda,  and represent that ministry at meetings of the Congregation Council.  The Director may call special meetings of the ministry as necessary.  The Director shall consider, authorize and present to the Treasurer for payment individual bills pertaining to his/her ministry within the limits of the approved budget and any additional constraints imposed by the Congregation Council.

 The Director is also responsible ensuring that the ministry:  
1.  Submits a report of activities at the congregation meeting held in January.  
2.  Performs the functions and duties assigned to it by the constitution, bylaws and any resolutions of this congregation.  
3.  Initiates and accomplishes such activities and programs which will advance the mission and goals of this congregation.   
4.  Administers all funds set aside for its work by budget appropriation or by resolution of this congregation.  The ministry shall be responsible for ensuring that expenditures do not exceed those authorized.  The Congregation Council may restrict expenditures to conform with the actual financial condition of this congregation at any time.  
5.  Keeps permanent written minutes of each meeting, such minutes to be the property of this congregation.  After each meeting of the ministry, a copy of these minutes shall be submitted to the President.  
6.  Sets the time and frequency of ministry meetings, except that, for good and sufficient reason, either the President or the Pastor may call a meeting of the ministry at any time.  
7.  Employs its coordinators (and committees) to accomplish the objectives of the ministry in specific areas.  
8.  Prepares an annual budget request to be submitted by the director to the President in the form and at the time requested.   reports to church council

TERM OF OFFICE:   Term of office is three years.  The Fellowship Ministry Director may succeed him/herself once in the office.
